This means that the MSKU being replenished is tied to the NO_LABEL (commingled) label type, but Amazon is no longer allowing the item to be shipped as NO_LABEL.
Not all products are eligible for Stickerless Commingled Inventory. Most notably in grocery, health and beauty, and media products must always be labeled. Amazon is always evaluating categories and products and may change the eligibility for products at any time, as well.

Solution:
If you would like to label the item yourself or have Amazon label it, you can add it to the batch using a new MSKU.
To do this in Stratify, click the "Ignore Matching MSKUs and Create New" option when given the option to replenish an existing MSKU:

You can also try adding the item to the FBA Shipment in Seller Central. The following message may be returned (along these lines): This product is not eligible for stickerless, commingling. This product requires labeling to be received at our fulfillment centers. Select: “I agree to apply labels to these products.”
